html-helper-mode.el by Nelson Minar (maintained by 'Saint' Lauri) does this.
Just say:
(require 'html-helper-mode)
(setq auto-mode-alist (cons '("\\.jsp$" . jsp-html-helper-mode)
auto-mode-alist))
