It seems like this could be done as follows:

  1) Define an interactive function which:

     -examines the value of the variable `defining-kbd-macro'
      -if its value is nil call `start-kbd-macro'
      -otherwise, call `end-kbd-macro'

  2) Bind the function defined in 1) to a key sequence of your choice.
