Need some Elisp help

Hi,

I am not very familiar with elisp. I was wondering whether it is 
possible to write a small macro that would insert a string (given 
interactively by the user) at the beginning of every line within a region.

Typically, I need this sort of functionality to comment whole regions of 
code, sometimes with "#" and at other times with "//". Sometimes I 
prefix "> " to quoted parts of an email too.
