This could work, if it doesn't get caught in an infinite loop.
Is the `t' a style issue?

Also, what would be a good way to hide the TAGS buffers from the
buffer menu... perhaps kill their lines in `buffer-menu-mode-hook',
scanning for `buffer-name' text properties?
