patch to use 'submit'-Access in gnatsweb

Hi short time ago I posted a help-request to use 'submit'-Access in
gnatsweb.
Since then I get managed it on my own and edited gnatsd.c and gnatsweb.pl so
that I know can use
'submit'-Access know. If you are interested in this patch just look at
