How about something like this to call emacsclientw?

CMD> assoc .vhd=vhdlfile
CMD> ftype vhdfile="c\emacs-26.1\bin\emacsclientw" --create-frame --no-wait 
--alternate-editor "c\emacs-26.1\bin\runemacs" "%%1"
