This is a bug report for the PATCHED Emacs+EmacsW32.
Please test the unpatched version of Emacs+EmacsW32 before reporting

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug.  If you can, give
a recipe starting from `emacs -Q':

emacsclient does not raise the frame when invoked.

Also, this version of emacsclient doesn't raise the frame when
invoking emacsclient.exe explicitly with the function
`select-frame-by-name'

The icon just blinks for a few seconds.

These both worked (emacsclient and emacsclient --eval'ing a
function calling `select-frame-by-name') in the emacsclient
version:

version) that has this previous capability?
