I tried running "cvs admin -kb go.pbm" myself, but it did not work, I am not sure whether it is because I don't have admin priviledges, or there is something strange about the server setup on savannah, or my client (cvsnt).
The files that need to be marked as binary are (all in etc/images/gud): go.pbm next.pbm nexti.pbm pp.pbm step.pbm stepi.pbm stop.pbm
