The djtarnt.exe present at ftp://ftp.gnu.org/old-gnu/emacs/windows/utilities/i386/ works fine for me by typing djtarnt -x <name of the file>The 21.3 are almost the same as the 21.4 (I think the only difference is a security update in case you connect to a malicious pop3 server; which is very unlikely).
