iso-accents-mode helped with the ñ.
 
What I forgot to mention: the € sign is displayed as \200 in my emacs buffer.
 
Is there any settings necessary for the display to show €?
 
(This is on emacs 21.3.1 of 2004-03-10).

Look for "iso-accents-mode" and "standard-display-european".  Characters can also be entered by entering CTL-Qooo where ooo are the octal digits.
 
Also, you can use Windows'  "Character map" utility (under Accessories / System tools) to copy a special character, then paste it into Emacs with ^Y.
