Make sure also these lines are in your .emacs.
(require 'gnuserv)
(gnuserv-start)
Obviously you need the place where you put gnuserv.el to be in your
load-path, in my system this is:
(when (eq system-type 'windows-nt)
(add-to-list 'load-path "C:/emacsen/site-lisp"))
Less obvious but as important, the place where you put gnuserv.exe
needs to be in your system or user path.
