But one of the first debugging steps one should take
with this sort of symptom is to load without running
your own initialization.  What happens if you skip
your .emacs?

Running 20.7, I get a definition for add-minor-mode
(using describe-function); but, when I try to chase
it, I get:

  (error "Cannot find definition of `add-minor-mode' in library `w3-sysdp'")

This does seem odd.

There is no call to add-minor-mode in my copy of
html-helper-mode.el.  Can you figure out what in your
own initialization is calling it?
