This is the relevant entry:

  • rcs2log, rcs2log.bat (rcs2log.gz, rcs2log.bat.gz):  If you have a fairly complete UNIX-like environment such as Cygwin available then putting these two files in the NTEmacs bin directory makes the Emacs command `vc-update-change-log' work.  I hope this problem will be fixed in Emacs 21.3.  (Note that for this to work the Emacs executable search path needs to be arranged so that Emacs finds the UNIX versions of commands such as sort rather than the Windows versions.)

    Francis,

Just looked at your site but can't see any fix being available.  Could you post it please.

    Cheers,
    Karel

This doesn't work in NTEmacs.  I have just proposed a fix, which is
available via http://centaur.maths.qmul.ac.uk/Emacs/ but requires Cygwin or
    a similar UNIX emulation.
