There are so many platform specific
libraries, etc. I'd be editting locally, but ftping to compile. I'd
rather check remotely (by hand), edit compile, and ftp once when checking
in.

No. But tramp might handle this situation
better.
On the other hand, why not checkout the project directly to
your Windows
machine?
