Yes. Specifically Latin-1 (West European) keyboards worked out of the
box in 20.x, and should continue to work out of the box in 21.x.
Keyboards for other languages may work out of the box on 21.x,
depending on how closely Microsoft followed established standards when
they adapted Windows for that locale, and depending on how much
pretesting got done for those languages on Windows.
But it seems the original author's problem is solved now by
reinstalling Emacs, so there must have been some installation problem
that was confusing things before.
