What version of clearcase.el are you using?
It is important that you get a later version, e.g.,
</main/188>. This is not the latest, but I didn't have
reason to upgrade to the latest version.

I had problems with an older version of clearcase.el.
In particular, the quoting of command line argument was not
correct.  I recall having to modify couple of regexp's to
get things to work.  Version </main/188> does not have this
problem.  It works out of the box.

I use

  w2k, latest cygwin with bash.exe as my shell-file-name,
  clearcase.el version /main/188, Clearcase 4.1,
  GNU Emacs 21.1.
