[h-e-w] Cursor moves when scrolling

Does anybody know how to have the cursor stay at its location when scrolling 
vertically in Emacs? In other words, when I scroll up or down using the 
scroll bar I don't want the cursor following my scrolling. This way I could 
just scroll and then press C-l to return to my cursor.
