The 'barebin' download doesn't include the lisp files - better to try
fullbin. I have never had any problems like this with Emacs.

Should only matter for the location of your .emacs

Make sure you have the right files...
1) Go to: ftp://ftp.gnu.org/gnu/windows/emacs/latest
2) Read the README file
3) Download: emacs-20.7-fullbin-i386.tar.gz
4) Unzip with gzip/gunzip
5) Untar with tar
6) Enter c:\emacs-20.7\bin and run addpm.exe.
7) Select Start => Programs => GNU Emacs => Emacs
That should be it. As the README says,

release below, but can't compile Emacs yourself:
emacs-20.7-barebin-i386.tar.gz (requires emacs-20.7-src.tar.gz)

So you need the source if you want to try to use the barebin package.
