Thanks for all your help. I had the "nil" miss-spelled as "nill". It is
working great now!
Wow EDT emacs on Windows NT. I have been waiting 8 years for this!

That's because it's a variable. Here is the C-h v output:
w32-enable-num-lock's value is t
Documentation:
Non-nil if Num Lock should act normally.
Set to nil to see Num Lock as the key `kp-numlock'.
