bug ping-pong: recourse?

Hi,

Paul and I have closed https://debbugs.gnu.org/32398 repeatedly, yet
the reporter persists in reopening it and provides no clarification,
in spite of our repeated requests. I would like to avoid spending any
more time on it, including when we triage tickets for every future
release.

I'll bet you've seen similar before. Is there a remedy?
