control server now using listhelper?

Did something change recently and is the control server now using
listhelper?  I am seeing many atyptical-to-see control messages in the
debbugs-submit hold queue and seeing the moderator messages show up in
the listhelper queue.  What's up?  Give us the scoop! :-)

By the way this is fine if that is intended.  It just surprised me and
seemed unusual enough to ask about.  Because I thought the control
robot would just eat the spam and therefore didn't need a filter on
front of it.
