Fwiw, my notes say that /usr/ccs/bin/yacc yields the same
"too many transitions" error.
My work-around is to ignore the fact that ylwrap fails (by adding
a dash in front of it's invocation in the Makefile)...

Perhaps that hack will work for AIX 5.3 too.
