Compiling cfengine 2.0.1 on Solaris 8

I'm attempting to compile cfengine 2.0.1 on a Sun Ultra 2 with Solaris
8. I compiled SSL 0.9.6c on this system (did not use the sunfreeware
bundle), which seems to be working fine. I also have BerkeleyDB
4.0.14.
I get the following error during make:

directory

I have checked the lib path in Makefile - it seems to be set correctly:
/usr/local/ssl/lib. There is no libiconv.so.2 file anywhere on the
system.
I am stumped!
