It's not-- it's the original publication about Tiger. TigerTree is to Tiger like SHA-1 tree is to SHA-1 (i.e., a Merkle Hash Tree using the Tiger/SHA-1 digest algorithms).

Yes, but it didn't have enough information, so I searched for more. (It specifies hash trees independently of digest algorithm, btw.)
