[bug#74233] [PATCH rust-team] Add rust-aperture-0.3

Hi Guix,

this is the second patchest required to build GNOME Authenticator in 
Guix. It adds rust-aperture-0.3 and dependencies.

This patchset depends on the first and second ones available at:

1. https://issues.guix.gnu.org/73956
2. https://issues.guix.gnu.org/74232
