factorized from ‘package-with-explicit-python’.
* guix/build-system/python.scm (package-with-explicit-python): Use
‘package-with-explicit-compiler’.
* guix/build-system/haskell.scm (package-with-explicit-haskell): New procedure.
* doc/guix.texi (Defining Package Variants): Document it.
