* gnu/packages/bioinformatics.scm (python-hicmatrix): Update to 15.
[source]: Changed from pypi to github, pypi sources do not contain tests.
[arguments]: Removed build phase "relax-requirements" and replaced the
pahse "check".
[native-inputs]: Add python-pytest.
