Using the full file name would work, for example:
./pre-inst-env guix environment --ad-hoc python zlib -- \
python3 -c "import os; import ctypes;
libz=ctypes.CDLL(os.environ['GUIX_ENVIRONMENT']+'/lib/libz.so.1')"
