    gnu: igt-gpu-tools: Update to 1.25.
    
    * gnu/packages/admin.scm (igt-gpu-tools): Update to 1.25.
    [build-system]: Switch to Meson.
    [native-inputs]: Remove autoconf, automake, and libtool.
    Add bison & flex.
