    gnu: 389-ds-base: Fix tool references.
    
    * gnu/packages/openldap.scm (389-ds-base)[arguments]: Rename phase
    "fix-includes" to "fix-references" and fix references to certutil and
    c_rehash.
    [inputs]: Add nss:bin.
