    gnu: openblas: Disable DYNAMIC_ARCH on MIPS.
    
    * gnu/packages/maths.scm (openblas)[arguments]: Do not pass DYNAMIC_ARCH 
when
      building for MIPS.  Also make non-substitutable for MIPS.
