    distro: ncurses: Don't retain a reference to the bootstrap Bash.
    
    * distro/packages/ncurses.scm (ncurses): Remove #:patch-shebangs?
      argument since it now has no effect.  Simplify PATCH-MAKEFILE-PHASE.
      Add `configure-phase', and use it.
