Always use .PP to start a paragraph, including initial paras after
headings.  Partly, it's for semantic clarity.  Also, if you omit
the .PP after .HEADING 1, the first time you use .PP afterwards will
result in a non-indented paragraph since mom indents only second and
subsequent paragraphs.

Whether or not to indent "first" paragraphs can be turned on and off
with .INDENT_FIRST_PARAS.
