Use HEADER_SIZE, and give it a negative value.  For example,

  .HEADER_SIZE -1

reduces the overall size of the header by 1 point.

You can also change the size of each part of the header separately
with

  .HEADER_LEFT_SIZE   +/-<value>
  .HEADER_CENTER_SIZE +/-<value>
  .HEADER_RIGHT_SIZE  +/-<value>

Be aware that mom makes small adjustments to the size of each
element in the header, which may produce unexpected results.  I
recommend invoking HEADER_PLAIN before making part-by-part size
adjustments.  HEADER_PLAIN tells mom: "Set everything in the header
at the same size (by default, the size of your body text), with no
capitalized strings."  That way, there are no surprises if you're
designing your header from the ground up.
