In addition to Werner's suggestion to use NetPBM, for which I've
given this link to a Win32 version, in an earlier post:

if you are looking for a Photoshop-like tool to tweak and convert
images, with manual intervention, you could well consider the GIMP:
http://www.gimp.org/windows/
This can certainly load and manipulate JPEG images, and IIRC, it
can also save directly as EPS.
