Debian has many troubles with the Free Documentation License (FDL).
You can get details at
http://people.debian.org/%7Esrivasta/Position_Statement.xhtml
The email for the discussion about the FDL is
debian-legal_at_lists.debian.org
where `_at_' is `@'.
The autoconf package writes
Documentation is not included in the Debian package for Autoconf because
the Debian project has decided that the GNU FDL is not an acceptable
license for documentation.
What about the documentation files in groff? Most of them are licensed
under the FDL. Will we keep that or relicense them to GPL?
