[Groff] groff locale problem? with UTP

The gv gives errors here (today's groff CVS, debian woody, i686) when
showing a self generated UTP 2.1a. It refuses to show the rounded screen
windows. Reason is, that e. g. in chapter 3/Learning vi on page 26 in
the screen definition there appear numbers -180,0000 and 90,0000 and
0,0000 with KOMMATA in the postscript output! If I change them manually
to -180.0000 and 90.0000 and 0.0000 then the gv is happy. There are lots
of floating point numbers in the .ps which have a correct decimal point.
In fact, only the above three numbers were wrong.

Why should only some floats in the ps file output with a komma instead
of a decimal point? It seems to be a locale thing; I have here:

LC_NUMERIC="de_DE.ISO-8859-1"

When I set LC_NUMERIC="C", groff produces a correct .ps file.

But .ps output should not depend on locale settings, I believe. Any
quick idea how to solve this (other than changing LC_NUMERIC :-) ?
