[Groff] Question about the "download" file in font/devps |

On the web page
<http://www.princeton.edu/~goulding/groff.html> it
says
"Now copy the file `download' from the system font
directory (..../groff/1.18/font/devps) to your local
font directory (....site-font/devps). Finally, add
Kerkis by issuing the command cat kerkis-download >>
download and delete the kerkis-download file. That's
it! You can move the docs and the support directory
somewhere else."
Is this really necessary? Shouldn't it be that the
"download" file in /usr/share/groff/1.18/font/devps
pertain to the .pfa files in
/usr/share/groff/1.18/font/devps, while the "download"
file in /usr/LOCAL/share/groff/1.18/font/devps pertain
to the .pfa files in
/usr/LOCAL/share/groff/1.18/font/devps?
