I don't know if you're using "native" Tcl/Tk and groff or if you're working in
a Cygwin32 environment.

In both cases the groff executable needs to be in your PATH. 
But even if that case, it won't probably work because pipes are not supported
in Windows Tcl environment.

I strongly advise you to install cygwin32, and use tkgnats inside it.
