Hmm, groff doesn't have (and won't have) the ascii8 device.  This
Linux distribution should patch groff to add it if necessary.

Currently, I'm preparing version 1.17.1, fixing bugs which have been
reported in 1.17.  Then, as soon as I get `groffish' again (which will
be probably after being `FreeTypish'), I'll start with UTF-8 support.
