[Groff] new option -rcR for man macros

Dear friends,


I've finally implemented the -rcR option (as known from the mdoc
package) for the man macros; -rcR1 (which is the default in nroff
mode) makes a single, very long page.

This replaces the man.local versions I've sent to this list -- note
that the new code is better since it also disables the many .ne
requests which had caused unexpected empty lines.

Right now it is in the CVS; it should be soon in the current snapshot.
