This isn't true any longer. The Linux FSSTND has been superseeded by
the Filesystem Hierarchy Standard (FHS), an effort to harmonize Linux
and the other UNIX flavors, e.g. many elements of FreeBSD were included.
It is supported by Debian, Solaris, etc. According to the FHS,
/usr/local/share/doc/groff
is the right place for the documentation of locally installed packages
(e.g. with autoconfig).
If, however, you want to include all package files into a single
directory tree (as is common for commercial stuff) instead of
distributing the files in the UNIX way, then /opt/groff should be used.
You might be interested to learn that the FHS is originary written in
groff_mm and pic. It can be found on www.pathname.com.
