    tbl(1): Fix content nits.

    * It is formatting parameters that are discarded after a text block
table entry, not the formatting of the text block itself.
    * Relocate material; discuss tbl's identifier naming convention in
subsection "_roff_ interface" rather than "GNU tbl enhancements".
