[docs]: Fix style and content nits around \n[.h].
* doc/groff.texi (Page Control): Clarify; it's not just "empty lines"
that don't increase \n[.h] (by themselves), it's any vertical spacing.
* man/groff.7.man (Registers/Read-only register) <.h>: Say "baseline",
not "base-line"; the former is more idiomatic. Drop word "current".
