The answer is that you need at least one other source, which can be a
normal ntp server or a pool. This can be a high stratum and not always
available. All chrony needs is to get the sense of the absolute time
now and then.

So what I wrote should be qualified in that you cannot do it on an
isolated / airgapped host. But I believe that wasn't the OP's
situation.
