Read the documentatioa and code.  Run experiments.  Come back with
specific questions that show you have done your homework.

I'm pretty sure no one is interested in extending gpsd to jam or
spoof other users of GNSS.  Pretty much illegal in the USA to jam
other users of the airwaves, except for strictly controlled testing
that is out of scope for gpsd.
