Which is odd.  Can you provide a log of your data stream?  Easy:
        gpspipe -R -x 30 > raw.log

(hopefully it is attached)

Can you verify your versions?  Like this:

   python -V

Python 2.7.17

   xgps -V

xgps: Version 3.19.1~dev

   find /usr -xdev -name gps.py -exec ls -l {} \;

Just a reminder, have a new install as of this afternoon, so new environment (should be very close to clean Ubuntu Server 18.04.3).

For me, top priority is time accuracy, happy to help with any install, documentation, usability issues for the project. Don't want to muddy the waters. What I am seeing as "Joe user" is:

- ntp and gpsd aren't talking to each other, expected them to at least talk at the "gps" level if not PPS.

- xpgs is not a happy camper, happy to have this system in a bad way as long as needed to sort things out. When running scons it did indicate it wasn't going to install xgps, haven't looked back at the logs to see why. GPS Data looks correct, but no satellite map, no list.

Everything else looks super good to me at this point. I'm at a loss where to go WRT ntp and xgps....nevermind....need to run gpsd as root to get the shared memory, my bad, sorry. Now have the NMEA sentences, but no PPS yet (tried the stty command, oddly required 9600 baud, can't explain that, 4800 lead to loss of the "NMEA" lines).
