Nope.  gpsd reports what the GNSS receiver reports to it.

No, sat choosing is done in the GNSS receiver.  But your GNSS receiver may.

Nope.  gpsd works best when the GNSS receiver is on constantly.  Your
main power consumption will be the other services that your distro is
running.  Full gpsd usage an a Raspberry Pi is only about 3% of one CPU.

If that 3% is a big deal, then only run gpsd on demand, but you will
have long waits for cold start.

The GNSS receiver power is quite small already.  If power is really 
a concern, like wildlife trackers, then best to use your GNSS receiver
logging modes and leave the CPU off.

Nope.  On what path would you want it?
