Known broken.  

And we are still waiting for:

1. the command line arguments to your gpsd.

2. are you using systemd?

That sounds like a systemd bug.  hard to tell without knowing your
gpsd command line.

GPS works fine in the rain.  GPS works well enough indoors for this
test.
