Hello,
try "scons-local".
It works well, if you have re reasonable new version of python on your system
Just download it, unpack it in an own directory outside of gpsd, and then build
gpsd with
<path-to-scons-local>/scons.py
This is the best way, i believe ...

"WRL 4.3" stands for Windriver Linux 4.3. Seems no easier way to integrate

The build is not complex, you might be able to look at the SConstruct
file and create a simple build script.
